The Board of Aldermen met in regular session at 6:00 pm on January 9, 2023 in the meeting room at City Hall, 250 N Morgan Kahoka Missouri. Mayor Anthony Anderson called the meeting to order and roll call was answered by: Mayor Anthony Anderson and Aldermen: John Gaus, Jerry Malone, Les Billings and Larry Young. Also present for the meeting Sheri Brunk, Carla Ball, Jeff Smith, Cameron Neace, Police Chief Michael Newbold, Fire Chief Mick Wood, Attorney Brett Bozarth, Distribution Designer Chuck Kerner, Water Supervisor Kevin Yates, Water Plant Operator Nathan Kirchner and City Clerk Sandie Hopp.
Minutes:
Dec 12 minutes were presented for approval. Alderman Gaus moved to accept as presented, Alderman Billings seconded. Roll call vote as follows: Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Paid & Unpaid Bills:
Alderman Billings made a motion to approve the paid & unpaid bills as presented, Alderman Gaus seconded. Roll call vote as follows: Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Building Permits:
23-2022- Carl Hayden, 430 North Walnut
24-2022- Terry Winters, 253 West Court
Mayor Tony Anderson presented building permits #23-2022 thru 24- 2022, Alderman Gaus made a motion to pass permits #23-2022 thru 24- 2022, Alderman Malone seconded. Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Bids:
Cemetery Mowing:
Isaac King-$48,000.00
Austin Ball-$62,000.00
Jeff Smith-$49,500.00
Alderman Gaus made a motion to accept the bid of $49,500.00 from Jeff Smith sighting his references and experience, Alderman Malone seconded. Roll call vote as follows: Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Police Chief Newbold:
Chief Newbold read the monthly Police report.
Fire Chief Wood:
• Equipment Truck: Chief Wood stated that he is holding off on purchasing a new equipment truck because they have applied for a grant instead.
•New Radios: Chief Wood proposed applying for a grant to get new radios and other related equipment. Through general consent the Board agreed.
Alderman Billings:
Building Permit: Alderman Billings presented the following Building Permit Price Proposal
$25 Sheds on skids, 8×8 or smaller metal sheds
$50 Permanent garages and home additions
$100 New built homes, new apartment buildings, new businesses, new trailer houses.
Alderman Billings made a motion to accept the purposed building permit price proposal, Alderman Malone seconded. Roll call vote as follows: Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Public Hearing:
Alderman Gaus made the motion to set a public hearing to discuss the Water Bond issue on January 31st at 6:30, Alderman Billings seconded. Roll call vote as follows: Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Public Comments: During public comments questions regarding the timing of the Water Bond Public Hearing and the animal ordinance were heard.
Public Hearing:
Alderman Gaus made the motion to change the date of the public hearing to discuss the Water Bond issue to January 25st at 6:30, Alderman Malone seconded. Roll call vote as follows: Aldermen Gaus-aye, Alderman Billings-aye, Alderman Malone-aye and Alderman Young-aye.
Alderman Billings made a motion to go into closed session pursuant to Section 610.021 (1 & 3), RSMO, Supplement 1994, Alderman Gaus seconded. Roll call vote was as follows: Alderman Young-aye, Alderman Malone-aye, Alderman Billings-aye and Alderman Gaus-aye.
