Kahoka Resident Arrested On Sex Charges

At approximately 2:39 p.m., on October 9, 2013, Richard M. Koenig, 35, of Kahoka, Missouri, was arrested on a three-count Clark County felony warrant for first degree statutory sodomy, first degree endangering the welfare of a child, and incest.  Koenig was transported to the Clark County Jail where he is being held on a $100,000 bond.

The issuance of the arrest warrant followed an investigation conducted by the Missouri State Highway Patrol’s Division of Drug and Crime Control and the Missouri Division of Family Services.  During the investigation, it was alleged that Koenig had sexually abused a 10-year-old female.

The charges for which Koenig was arrested are mere accusations and are not evidence of guilt.  Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.

Clark County’s new Ambulance District Director, Richard M. Koenig, 35, was arrested at 12:35 pm on Wednesday, October 9.

According to the Missouri Highway Patrol website, Koenig was arrested on a Clark County warrant, with three felony charges of Statutory Sodomy 1st Degree, Endangering the Welfare of A Child 1st Degree, and Incest.

Sgt. Brent Berhardt of the Missouri Highway Patrol confirmed the arrest, but had no details at the time.  A press release is expected on Thursday.

According to the Missouri Courts website, Koenig had a ex parte order of protection for served on him in June of this year, and a previous order followed a 2006 case.  Both involve Adult Abuse allegations.

Koenig joined the Clark County Ambulance District in April, and replaced Cinda James following her recent retirement.
