Kahoka Council Approves Pool Testing, Eagle Scout Project Request
Special City Council Meeting
October 11, 2019
The Board of Aldermen met in special session at 8:00 pm on October 11, 2019 in the meeting room at City Hall, 250 N Morgan Kahoka Missouri. President of the Board of Aldermen Larry Young called the meeting to order and roll call was answered by: Aldermen: Orlie Yoder, Larry Young, Greg Sutterfield and Joe Roberts. Also present Terry Williams/Sports Booster, Ruth Brotherton/Sports Boosters, Eric Young/Summer Ball Association and City Clerk Sandie Hopp.
The Board met with representatives from the Summer Ball Association and Clark County Sports Boosters regarding funding.
Alderman Roberts made a motion to adjourn, Alderman Billings seconded. Motion passed unanimously.
City Council Meeting
October 14, 2019
The Board of Aldermen met in regular session at 7:00 pm on October 14, 2019 in the meeting room at City Hall, 250 N Morgan Kahoka Missouri. Mayor Webber called the meeting to order and roll call was answered by: Mayor Jerry Webber and Aldermen: Orlie Yoder, Larry Young, Les Billings and Joe Roberts. Also present Attorney Bozarth, Police Officer Jacob Pitman, Fire Chief Blomgren, Program Director John Williams, Distribution Designer Chuck Kerner, Sheri Brunk, Pete Young/Acco-Pool, Reilly Shoemaker, Matt Shoemaker, Lisa Lay, Jean Exner, Isaac Exner, Curtis Exner and City Clerk Sandie Hopp.
Guests:
- Pete Young/Acco:Mr Young explained the findings of the testing that was done in the spring at the pool. Mr Young recommended pressure testing to try to determine exactly where the leaks are. Alderman Young made a motion to pressure test the pool, Alderman Billings seconded. Motion passed unanimously.
- Reilly Shoemaker:Boy Scout Reilly Shoemaker requested permission to paint three sides of the City’s building at 275 North Washington. After a brief discussion regarding the City’s liability if one of the Scouts were to be hurt while painting Alderman Roberts made a motion to let Reilly Shoemaker paint the building pending approval from the City’s insurance policy covering volunteers, Alderman Billings seconded. Motion passed unanimously.
Minutes:
Sept 9 & 26 minutes were presented for approval. Alderman Roberts moved to accept as corrected, Alderman Young seconded. Motion passed unanimously.
Paid & Unpaid Bills:
Alderman Yoder made a motion to approve the paid & unpaid bills as presented, Alderman Billings seconded. Motion passed unanimously.
Bids:

Clerk Hopp reported that no bids were received. Through general consent the Board agreed to advertise for bid again.

Mayor Webber presented building permits #11-2019 thru 13-2019, Alderman Yoder made a motion to pass permits #11-2019 thru 13-2019, Alderman Yooung seconded. Motion passed unanimously.
Election Ordinance:
AN ORDINANCE PROVIDING FOR THE REGULAR MUNICIPAL ELECTION FOR
THE CITY OF KAHOKA, MISSOURI FOR THE YEAR 2020.

Alderman Yoder moved to read Bill #502 by title only seconded by Alderman Young. Roll call vote was as follows: Aldermen Roberts-aye, Alderman Billings-aye, Alderman Young-aye and Alderman Yoder-aye.
Alderman Yoder read Bill #502 by title only.
Alderman Roberts moved to approve first reading of Bill #502 by title only and moved for a second reading by title only, Alderman Billings seconded. Roll call vote was as follows: Alderman Billings-aye, Alderman Roberts-aye, Alderman Young-aye and Alderman Yoder-aye.
Alderman Yoder read Bill #502 by title only.
Alderman Roberts moved to approve the second reading of Bill #502 and the adoption of Bill #502, Seconded by Alderman Young. Roll call vote was as follows: Aldermen Roberts-aye, Alderman Billings-aye, Alderman Young-aye and Alderman Yoder-aye.

Attorney Bozarth:
Attorney Bozarth stated that according to Missouri Revised Statute 304.154 the City can tow vehicles that are on the street or on private property if they are in violation of City of Kahoka Ordinances. Through general consent the Board agreed to moving forward with cleaning up derelict vehicles throughout town.
Alderman Billings:
Alderman Billings discussed the progress of the improving the drainage conditions along the 500 block of West Chestnut.
Alderman Yoder:

Alderman Young:
Nothing at this time.
Alderman Roberts:
Nothing at this time.
Alderman Roberts made a motion to go into closed session pursuant to Section 610.021 (1 & 3), RSMO, Supplement 1994, Alderman Billings seconded. Roll call vote was as follows: Alderman Young-aye, Alderman Billings-aye, Alderman Yoder-aye and Alderman Roberts-aye.
In closed session the Board discussed legal issues.
Alderman Roberts made a motion to go out of closed and into open session, Alderman Billings seconded. Roll call vote was as follows: Alderman Yoder-aye, Alderman Billings-aye, Alderman Roberts-aye and Alderman Young-aye.
Alderman Roberts made a motion to adjourn, Alderman Yoder seconded. Motion passed unanimously.
