The Board of Aldermen met in regular session at 6:00 pm on March 9, 2020 in the meeting room at City Hall, 250 N Morgan Kahoka Missouri. Mayor Webber called the meeting to order and roll call was answered by: Mayor Jerry Webber and Aldermen: Orlie Yoder, Larry Young, Joe Roberts and Les Billings. Also present Police Officer Aaron Johnson, Fire Chief Chris Blomgren, Program Director John Williams, Distribution Designer Chuck Kerner, Sheri Brunk, Cory Anderson, Bob Anderson, Carl Haden and City Clerk Sandie Hopp.
Minutes:
February 10 minutes were presented for approval. Alderman Yoder moved to accept as corrected, Alderman Roberts seconded. Motion passed unanimously.
Unfinished Business:
•Ball Park Fence: Through general consent the Board agreed to have the City Crew straighten up the fence temporarily.
Paid & Unpaid Bills:
Alderman Yoder made a motion to approve the paid & unpaid bills as presented, Alderman Billings seconded. Motion passed unanimously.
Bids:
Tank Repair:
Pittsburg Tank & Tower Group-$135,946
Mayor Webber presented a bid from Pittsburg Tank & Tower Group to clean and repair two ground storage tanks. Alderman Roberts made a motion to accept the bid of $135,946 from Pittsburg Tank & Tower Group to clean and repair Water Storage Tank A (600,000 gallon ground storage) and Tank B (500,000 gallon ground storage), Alderman Billings seconded. Motion passed unanimously.
Owner Supervised Program Engineering Contract:
Mayor Webber presented a contract from French Reneker Engineering Contract for the 2020 Owner Supervised Program. Alderman Billings made a motion to accept the bid of $14,000 from French Reneker Associates for the Owner Supervised Program phase 2 year 6, Alderman Yoder seconded. Motion passed unanimously.
Building Permits:
1-2020-Carl Hayden, 422 North Walnut (Alley Entrance)
2-2020-Kyle Burnett, 729 West Court
3-2020-Chris & April Blomgren, 204 West Thompson
Mayor Webber presented building permits #1-2020 thru 3-2020, Alderman Roberts made a motion to pass permits #1-2020 thru 3-2020, Alderman Billings seconded. Motion passed unanimously.
Mayor’s Agenda:
• Proclamation for Developmental Disabilities Awareness: Mayor Webber read and signed a Proclamation for Developmental Disabilities Awareness.
Police Officer Johnson:
Officer Johnson read the monthly police report and updated the Board on the nuisance ordinance enforcement.
Fire Chief Blomgren:
Chief Blomgren read the monthly fire report and updated the Board on several grants.
Alderman Billings:
• Ditch work: Alderman Billing would like the Street Crew to make up a schedule of ditch work to be done on a regular basis.
• Nuisance properties: Alderman Billings requested the Police write nuisance letter to an owner on East Main and an owner on West Maple.
Alderman Yoder:
Nothing for open session.
Alderman Young:
Alderman Young stated that he had made contact with the 4-H Club Leader regarding Cemetery Spring cleanup but had not heard back yet.
Alderman Roberts:
Alderman Roberts thanked the City Crew for extending the tube in the alley going out of Mac’s Super Saver parking lot to allow for safer semi traffic.
Clerk Hopp:
• Health Insurance: Clerk Hopp presented bids from two major medical health insurance carriers as follows; United Health Care-$10385.66 per month and Companion Life Insurance Company-$5131.76 per month. Alderman Roberts made a motion to accept the bid of $5131.76 from Companion Life Insurance Company, Alderman Billings seconded. Motion passed unanimously.
Alderman Roberts made a motion to go into closed session pursuant to Section 610.021 (1 & 3), RSMO, Supplement 1994, Alderman Billings seconded. Roll call vote was as follows: Alderman Young-aye, Alderman Billings-aye, Alderman Yoder-aye and Alderman Roberts-aye.
In Closed session the Board discussed personnel and Legal issues.
Alderman Billings made a motion to go out of closed and into open session, Alderman Roberts seconded. Roll call vote was as follows: Alderman Yoder-aye, Alderman Billings-aye, Alderman Roberts-aye and Alderman Young-aye.
Alderman Roberts made a motion to adjourn, Alderman Young seconded. Motion passed unanimously.
