May 11, 2020
The Board of Aldermen met in regular session at 6:00 pm on May 11, 2020 in the meeting room at City Hall, 250 N Morgan Kahoka Missouri. Mayor Webber called the meeting to order and roll call was answered by: Mayor Jerry Webber and Aldermen: Larry Young, Joe Roberts and Les Billings, Orlie Yoder absent. Also present Distribution Designer Chuck Kerner and City Clerk Sandie Hopp. Cory Anderson and Attorney Brett Bozarth listening via Go To Meeting.
Minutes:
March 9, 16 and 23 minutes were presented for approval. Alderman Roberts moved to accept as presented, Alderman Billings seconded. Motion passed unanimously.
Paid & Unpaid Bills:
Alderman Roberts made a motion to approve the paid & unpaid bills as presented, Alderman Young seconded. Motion passed unanimously.
Bids:

Alderman Roberts made a motion to accept the bid of $7,810.00 from Knapheide, Alderman Young seconded. Motion passed unanimously.

Alderman Young made a motion to accept the bid of $34,730.33from Core & Main, Alderman Billings seconded. Motion passed unanimously.
Engineering for Irrigation System:
Four Points Land Surveying & Engineering-Not to exceed both $7,500.00 (Engineering & Surveying) $15,000.00 (Soil Testing)
Alderman Young made a motion to proceed with Four Points Land Surveying & Engineering, Alderman Billings seconded. Motion passed unanimously.

Mayor Webber presented building permits #4-2020 thru 8-2020, Alderman Roberts made a motion to pass permits #4-2020 thru 8-2020, Alderman Billings seconded. Motion passed unanimously.
Resolution:
Alderman Roberts made a motion to accept the Multi-Jurisdictional Hazard Mitigation Plan Resolution from Northeast Missouri Regional Planning, Alderman Young seconded. Motion passed unanimously.
Wage Ordinance:
AN ORDINANCE ADOPTING AND APPROVING SALARY AND WAGES FOR
CERTAIN ELECTED OFFICERS, APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF KAHOKA, MISSOURI

Alderman Roberts moved to read Bill #506 in its entirety seconded by Alderman Young. Roll call vote was as follows: Aldermen Roberts-aye, Alderman Billings-aye and Alderman Young-aye.
Alderman Roberts read Bill #506 in its entirety. Alderman Roberts moved to approve first reading of Bill #506 in its entirety and moved for a second reading by title only, Alderman Young seconded. Roll call vote was as follows: Alderman Billings-aye, Alderman Roberts-aye and Alderman Young-aye.

Mayor’s Agenda:
Summer Help: Mayor Webber brought the following 3 names as candidates for 2020 outside summer employees Nathan Frazee, Briston Kirchner & Dane Brewer. Alderman Billings made a motion to hire Nathan Frazee, Briston Kirchner & Dane Brewer as 2020 outside summer employees, Alderman Roberts seconded. Motion passed unanimously.
Alderman Billings:
• Nuisance Ordinance: Alderman Billings would like the Police to write mowing letters to the homeowners that have not mowed their yard if they see any while patrolling.
• Parks: Through general consent the Board agreed to open the Walking trail and Shelter houses at Omakohak Park but keep everything else closed including the restrooms.
Alderman Yoder: Absent
Alderman Young:
• Chlorine Building at Pool: Through general consent the Board agreed to have the City Crew replace the existing wood siding with metal siding on the chlorine building at the Pool and possibly try to create a screen to cover the pit.
• Pool Opening: Due to the ongoing Covid-19 pandemic the Board agreed not opening the Pool until after the June Board meeting at which time they will discuss a possible opening date.
• Cemetery Mowing: Alderman Young stated that the City Crew had been working on Spring Clean up at the Cemetery and that as per the Cemetery policy nothing is allowed on the ground and will be removed.
Alderman Roberts:
• Former Justice and Dean Building: Alderman Roberts reported that he had met with the new owners of the former Justice and Dean building to discuss improving the drainage in the area between Washington Dr and South Washington Street. After a brief discussion the Board agreed to have Alderman Roberts call MoDOT and discuss putting a tube in to direct the water South to 136.
Walk behind trencher and trailer:
Alderman Billings stated that a used walk behind trencher for approximately $2500.00 and a trailer for $500.00 was being advertised in the area. Alderman Roberts made a motion to purchase a used walk behind trencher and trailer for approximately $3,000, upon City Employees inspection and approval, Alderman Billings seconded. Motion passed unanimously.
Alderman Roberts made a motion to go into closed session pursuant to Section 610.021 (1 & 3), RSMO, Supplement 1994, Alderman Young seconded. Roll call vote was as follows: Alderman Young-aye, Alderman Billings-aye and Alderman Roberts-aye.
In closed session the Board discussed legal issues.
Alderman Young made a motion to go out of closed and into open session, Alderman Roberts seconded. Roll call vote was as follows: Alderman Billings-aye, Alderman Roberts-aye and Alderman Young-aye.
Alderman Roberts made a motion to adjourn, Alderman Billings seconded. Motion passed unanimously.
