A public hearing regarding the proposed annexation of the VFW property into the City of Kahoka was held at the start of the council’s Monday, November 13 meeting. No members of the public were on hand to speak, so the annexation ordinance will be placed on the agenda for the December meeting for consideration.
The city received five bids for cemetery mowing.
The bids were:
LaBonte – $50,000 for one year
Malachi Westercamp-$48,500 for one year, $96,500 for two years
Platte Lawn Care-$48,500 for one year, $94,900 for two years
David Shatley-$45,000 for one year, $90,00 for two years
Jeff Smith-$50,000 for one year, $96,000 for two years
“I’d like table this to call references and make this decision next month,” said Alderman John Gaus. The council agreed to table the matter.
The board voted to ammend its procurement ordinance, which requires the city to seek bids for any purchases over $750.
“$750 doesn’t get you very far,” said City Clerk Sandie Hopp. Board members noted that they still have to approve any expense, and voted to raise the limit to $5000.
Alderman Gaus brought up the issue of low-hanging wires on city utility poles. The lines belong to Centurylink and Yondoo, and some can be reached from the ground. The city wants to remove some old poles they have that have Centurylink and cable lines attached, since they have replaced many poles and moved the electric lines to the new poles. Centurylink and Yondoo have not been responsive to the city’s request. The board will have City Attorney Brett Bozarth contact them again.
Alderman Les Billings brought up drain and sewer issues at the pool.
“I don’t want to go through the winter without getting something accomplished,” Billings said. “We need a plumber with concrete experience.”
In the past, the sewer lines from the locker roon are frequently blocked, and may be collapsed. The city agreed to seek bids.
John Williams reported a problem with one of the engines in the power generation plant. He has ordered the parts needed, but there is a three month lead time.
“It’s the lead engine,” Williams reported. “In an outage, it will be real difficult.”
The problem was discovered when Williams was trying to start the plant on Saturday morning, so electric crews could replace a broken utility pole on the transmisison line bringing power into the city. The transmission line needs to be disconnected to install the new pole, and the plan was to have the city’s generators working during the outage.
