MoDOT has presented its 2025-2029 Statewide Transportation Improvement Program to the Missouri Highways and Transportation Commission. The draft plan, which has yet to be approved, makes available $13.8 billion of federal and state revenues for all modes of transportation over the next five years. Of the $13.8 billion, the draft STIP details $9.9 billion in road and bridge construction contractor awards, averaging approximately $2 billion per year. It also contains programming details for the remaining $2.4 billion of General Revenue for the Improve I-70 program, which in full includes $2.8 billion for the costs to plan, design, construct, reconstruct, rehabilitate and repair three lanes in each direction on nearly 200 miles of the corridor. In the past 10 years, MoDOT and its construction partners have completed 4,206 projects with a program value of $11.1 billion, but it was delivered $536 million below budget and 93% on time.
“The investments made in this year’s STIP fund another 1,400 projects providing transportation improvements to communities across the state,” said MoDOT Director Patrick McKenna in a press release. “The General Assembly and the Governor’s continued support with General Revenue addresses previously unfunded needs that provide safety and economic benefits to all Missourians.”
The draft FY 2025- 2029 STIP lists transportation projects planned by state and regional planning agencies for fiscal years 2025-2029 (July 1, 2024 – June 30, 2029) and reflects the transportation needs of communities across the state.
Scoping and Design projects under consideration in Clark County include bridge improvement over BNSF Railway 3 miles north of Rte. 136 near Kahoka. Project involves bridge K0739. These projects may be in the evaluation stage, which is called project scoping, or may be further along in the preliminary design process. Projects listed in this section are not commitments to construct or implement an improvement.
The plan proposes four construction projects for Clark County.
The first is bridge improvement over drainage ditch 3 miles west of Rte. 61 near Alexandria, involving bridge F0955. The construction phase of this project is expected to take place in 2027- 2028, at a cost of $1.845 million.
The next project on the list involves painting over BNSF Railway in Medill, on Rte. P over BNSF Railway near Kenwood, on Rte. 11 over North Fork South Fabius River near Baring and on Rte. 156 over North River in Knox County. Project involves bridges J0091, R0525, S0119 and S0434. The estimated cost of this project will be $680,000, the bid to be award in March 2025.
The next project included pavement improvements on 13.16 miles of U.S. 61 from the Iowa State line to 0.5 mile north of Rte. B in Lewis County near LaGrange (nine disconnected sections). Project includes southbound and northbound lanes on Rte. 27 from the Iowa State line to the Rte. 61 interchange. The project is expected awarded in 2028 with construction in 2028-2029.
The final project involving Clark County is pavement improvement of 14.71 miles of southbound lanes from Fox River to 1.2 miles north of Rte. B in Lewis County near Canton (seven disconnected sections) and from Iowa State line to Rte. 27 interchange. T his project, estimated at nearly $6.9 million, will be awarded in 2026, with construction taking place in 2026 or 2027.
The Missouri Highways and Transportation Commission will review public comments on the STIP and finalize its projects at their July meeting.
