Kahoka, Mo. – After nearly four years of delays, Kahoka may soon replace more downtown sidewalks.
In 2021, the city was awarded a Transportation Alternatives Program (TAP) grant of $127,603.78. The federal funds, administered by the Missouri Department of Transportation, will be used to replace sidewalks on the north side of Main Street from Morgan to Johnson Street, then north on the west side of Johnson to Commercial, and a half-block west on the south side of Commercial. The plan also includes step improvements near Trends by Shelia and drainage work in the 100 block of West Main Street near its intersection with Johnson Street.
The total estimated cost of the project was $203,164.68 when the application was submitted in 2020.
On Monday evening, Jan. 13, the Kahoka Board of Aldermen reviewed four bids for the cement work. Vince Green Construction and Plumbing of Kahoka submitted the low bid at $57,102.50, which the board accepted. Other bids included JD Bishop Construction of Chillicothe at $114,602 and Hickey Contracting of Keokuk at $165,992.
For waterline project supplies, the council reviewed three bids. Core & Main of Columbia submitted the low bid at $69,102.32, but the board accepted the bid from D&K Supply of Lewistown, Mo., at $73,375.54. Midwest Meter’s bid, which did not include new hydrants, was $53,343.
The board also approved the purchase of two 60-inch John Deere diesel commercial mowers from IMI Equipment at $15,200 each. Competing bids included The Farm Shop in Edina for a 60-inch Kubota at $17,900 and Armstrong Tractor of Donnellson, which offered a 61-inch gasoline SCAG Turf Cat for $14,750 and a diesel SCAG Turf Tiger for $19,250.
The board authorized the purchase of chlorine analyzer equipment for the water department at a cost of $12,529 from Hach of Loveland, Colo.
Police Report
Police Chief Mike Newbold submitted the department’s 2024 annual report, detailing 471 traffic stops, resulting in 160 citations issued to 95 individuals. Of those cited, 47 received one citation, 33 received two, 13 received three, and two received four. In total, 20.17% of individuals stopped during traffic enforcement received citations.
The department reported 71 felony arrests, 78 misdemeanor arrests, 160 traffic arrests, and 309 total arrests in 2024. Officers also seized 1.5 pounds of methamphetamine, 150 hydrocodone pills, 27 grams of psilocybin mushrooms, and 19 firearms.
Other Business
Alderman Carl Hayden reminded residents to move their vehicles off the streets when snow is expected to allow plows to clear roads efficiently.
About 10 dead or dying trees are being removed in the downtown City Park, and Hayden suggested planting new trees to replace them.
Brett Bertelli discussed developing property on the southwest edge of town and requested information about developer responsibilities.
Representatives from NEMR expressed interest in purchasing property for a building.
Jeff Wood asked the council to review noise ordinances, citing late-night backup alarms from school buses as a nuisance. City Attorney Brett Bozarth will review existing ordinances and draft revisions.
