Clark County Commission Advances Jail Renovation, Bridge Project, Regional Outreach

KAHOKA, Mo. — The Clark County Commission has taken multiple steps forward on county improvements in recent weeks, including major jail renovations, a bridge project, and hosting regional officials for a multilateral government meeting.
Regional Leadership Meeting
The commission’s April 22 meeting featured a significant regional event as Clark County hosted 17 counties for the Spring 2025 Northeast Missouri Regional Commissioners’ and Clerks’ Meeting. The gathering served as a platform for collaboration and shared governance among county officials from across northeast Missouri.
Bridge Work and Public Health Compliance
At the April 24 session, commissioners met with Beth from Howe Company to sign a contract for preliminary work on Bridge 407, marking progress on vital infrastructure. In a separate item, the commission participated in a training session via Zoom with the County Leadership & Public Health Partnership, focusing on maintaining compliance with Missouri Health Department standards.
Also at that meeting, Nathan Johns from Patriot Rail visited to discuss potential interest in the county’s port facilities and the possibility of incorporating rail services in future development plans.
Jail and Courthouse Improvements
On April 29, commissioners turned their attention to county facilities. They met with Brandon Ames and Adam Kraus to review jail mitigation efforts related to mold issues. The commission also approved a bid from contractor Hubert Nelson to build a privacy door between the juvenile offices and the conference room. The motion, made by Eastern Commissioner Timothy Harper and seconded by Western Commissioner Joseph B. Humes, passed following a roll call vote.
At the May 1 meeting, commissioners voted to contract S&D Seamless Gutters to install leaf guards on the gutters at the jail, a preventative measure aimed at reducing maintenance issues. Additionally, they inspected roads 54, 135, 138 and 151.
Jail Cleanup Timeline and Courthouse Grounds
The May 6 session brought further discussion of the jail’s condition. Commissioners, along with Sheriff Shawn Webster, met with Brandon Ames to outline a timeline for cleaning and repainting the jail’s interior, which was impacted by mold. Ames projected that each pod would take approximately one week, with the full restoration expected to take about a month.
Also on May 6, the commission approved the purchase of a tree for the courthouse courtyard as part of grounds beautification efforts.
The commission planned to reconvene on May 8 at the Clark County Courthouse, located at 111 E Court St., Suite 110, in Kahoka.
