School Board Approves 2024-25 Budget, Recaps Summer School, Sets Activity Dates

At their Tuesday, June 18, meeting, the Clark County R-1 school board approved a $14.4 million dollar budget for the upcoming school year.
Chapter 165.011, RSMo, provides that all school monies must be accounted for within a framework of four funds:
Fund 1. Incidental Fund
Fund 2. Teachers Fund
Fund 3. Debt Service Fund
Fund 4. Capital Projects Fund
For the coming year, the budget for the Fund 1 expects to take in $10,136,191 in revenue, while spending just $4,736.989, leaving a surplus of $5,401,202, which will be transfered to other funds as the year progresses.
Fund 2 will take in $3,368,752 and spend $8,580,757, leaving a deficit of a little over $5.2 million dollars.
Fund 3 will nearly balance, taking in $979,527, while expending $979,500.
No new revenue is expected for Fund 4, and $170,000 is budgeted to be spent.
This budget will leave an overall surplus of a little more than $19,200.
Superintendent Dr. Ritchie Kracht expects the actual surplus to be higher, based on conservative revenue projections.
Concerns about the budget included declining enrollment and average daily attendance, impacting state and federal funding.
Kracht also expressed concerns about legislative decisions. The state has a surplus, and has distributed one-time funding to raise teacher salaries and fully fund transportation, which it may not be able to continue.
In his monthly financial report, Kracht reported that the district is positioned well for now, and should end the current year with a surplus of around $651,000.
Average daily attendance for the 2023-24 year finished at 910.12, which is the lowest in the last 10 years. Student enrollment continues to decline, falling to 980 in January of 2024, down 34 from the previous year.
In other business:
•Agreed to the purchase of the property at 571 W. Chestnut at a cost of $85,000.
•Summer school has been very successful, with 183 enrolled and about 85% attendance at the elementary level, plus 77 at the middle school and high school levels. Approximately 1000 meals were served each week.
•Megan Wendling reported that the playground shade covering for the Indian Pride Learning Center will be installed this summer. Funds raised by the Order of the Eastern Star and Black Hawk PTO were double-matched by the Masonic Home of Missouri’s Create A Partnership program.
•The board approved special activity dates for the 2024-25 school year. Homecoming will be held September 27, versus Monroe City. Fall Senior Night is scheduled for October 25. Courtwarming will be January 31, versus Monroe City, and Winter Senior Night is set for February 14. Prom will be April 12, and Graduation will be Sunday, May 18.
